RIVER CREEK LOFTS REZONING AND PUD PUBLIC HEARING POSTPONED

UPDATE #2  4/7/20 – Public Hearing postponed

Due to the continuing COVID-19 crisis and at the request of the Applicant, River Creek Lofts, LLC, the South Lebanon Planning Commission public hearing for the River Creek Lofts development will be postponed until Statewide social gathering restrictions have been lifted. Required public notice will be given when the public hearing is eventually rescheduled.

High Street, South Lebanon, Ohio.

PUBLIC HEARING LEGAL NOTICE

 Please be advised that a public hearing will be held by the Village of South Lebanon Planning Commission on Tuesday, March 24, 2020 at 6:00 p.m. at the South Lebanon Municipal Building, 10 N. High Street, South Lebanon, Ohio, 45065, to address the following issue:

 River Creek Lofts, LLC (Applicant) has submitted a preliminary development plan (PDP) for the property known as 1771 Mason-Morrow-Millgrove Road, Lebanon, OH  45036 (30.54 acres, Parcel ID 12-07-326-002-0 & 12-07-100-008-0). The Applicant is proposing to create a multi-family development consisting of 416 units including one-, two-, and three-bedroom apartments. Said property is currently zoned B-2 and the Applicant is requesting a change to R-3 PUD (Planned Unit Development).

 Upon review and recommendation by the Planning Commission, the matter will be forwarded to the Village Council for further action.

 The public record is available for inspection during normal business hours, 8:00 AM to 4:30 PM, Monday through Friday, at the South Lebanon Municipal Building.  Comments may also be submitted in writing to Jerry Haddix, Village Administrator, 10 North High St., South Lebanon, OH  45065 or by email at jhaddix@southlebanonohio.org.

VILLAGE COUNCIL MEETING ON APRIL 2, 2020, TO BE HELD REMOTELY

Due to the continued efforts to prevent the possible spread of the COVID-19 virus, and in accordance with the recently-enacted Ohio House Bill 197, the Village Council of South Lebanon, Ohio, will hold its regular scheduled meeting for Thursday, April 2nd, 2020 at 6:30 PM remotely. MESSAGE FROM THE MAYOR – Governor signs “”Corona” Bill, Tax Filing Deadline Extended

Today, Governor Mike DeWine signed into law Ohio House Bill 197 which addresses various topics in the State associated with the COVID-19 emergency. There are various items in this bill that will directly affect the residents of the Village of South Lebanon:  

 

1. Although there is a State of Emergency throughout the State and a “Stay At Home “ order issued by the Director of the Ohio Department of Health (ODH), the business of local government must still be addressed. To that end, H.B. 197 permits local governments to conduct public meetings by either teleconference or videoconference. Public notice of these meetings must still be given and the public must have an opportunity to listen or view the meeting. Additional details on the Village’s Council meeting scheduled for April 2, 2020, and any other public meetings will be forthcoming;

2. To mirror the extension of the Federal Income Tax filing deadline, the State of Ohio, through H.B. 197, has extended the filing deadline for State Income Tax Returns until July 15, 2020. Per the Section 1.091(G) of the Village Income Tax Ordinance (Ordinance No. 2019-23), the Village’s tax filing deadline shall be the same as the State’s filing deadline, which will now be extended until July 15, 2020;

3. H.B. 197 also prohibits the disconnection of public water service until December 1st, 2020; and

4. H.B. 197 sets the deadline for absentee ballots for Ohio’’s Primary Election as April 28, 2020. Absentee ballots must be postmarked by this date. Instructions for requesting absentee ballots can be obtained by calling the Warren County Board of Elections at (513) 695-1358 or on their website at www.warrencountyboe.us

Additional details on how this Bill will affect the Village will be forthcoming. There are many other items in the Bill relating to issues pertaining to the COVID-19 emergency that are a result of this emergency. The full text of the Bill can be found by clicking HERE.

NO UTILITY LATE FEES OR SHUTOFFS UNTIL FURTHER NOTICE

I would like to reiterate that the Village of South Utility Department will not be charging late fees or shutting off water service for non-payment until further notice. In addition, Village staff will not be available to take credit card payments over the phone until further notice. Please mail your payment to: South Lebanon Utilities, 10 N. High Street, South Lebanon, OH  45065. We appreciate your patience during this difficult time. COVID-19 UPDATE – 3/23/2020

As a result of the “Stay At Home” order issued by Dr. Amy Acton, Director of the Ohio Department of Health (ODH) yesterday, the Village of South Lebanon will only be operating essential services effective 11:59 p.m. on March 23rd until 11:59 p.m. on April 6th. Here’s what that entails:

  1. Utility bills for March will be sent out at the end of this week. Payment is due on the 15th. Payments received after this date will not be assessed late charges and no disconnections will occur this month. No credit card payments over the phone will be accepted until further notice. All payments must be mailed to 10 N. High Street;
  2. Public Works requests may be made online by clicking HERE. If you need to report a public works emergency, please call Warren County Dispatch at (513) 695-2525;
  3. If you have questions for the Village Tax Department, please call (513) 494-2296 and follow the prompts for the tax department and someone will get back to you.

As the Village Administrator, I would like to reinforce the need to flush only items (click HERE for info) designed for sewers. Items like disinfecting wipes, flushable wipes and paper towels can clog up the pumps that pump the sewage which leads to costly repairs and maintenance that could have been avoided. While you are at home, please take a few minutes to complete the 2020 U.S. Census questionnaire. Click HERE for more information.

COVID-19 UPDATE – “STAY AT HOME” ORDER ISSUED

Today, Dr. Amy Acton, Director of the Ohio Department of Health (ODH), issued a “Stay at Home” order for the entire State of Ohio effective 11:59 p.m. on March 23, 2020 until April 6, 2020. Please note that, although outdoor activity, such as walking and biking, is permitted, all public playgrounds are closed due to the risk of spreading the COVID-19 virus. Unless you meet the criteria listed in the Order, you must stay at home. Additional guidance on the order is also provided on the ODH link.

The Village will continue to take utility & tax payments, as well as court fines, either over the phone or by mail. Any questions or requests for additional information can be made by calling (513) 494-2296 or by email (click HERE for Village contact information). Please note that there will be minimal staffing during this period to reduce the spread of the COVID-19 virus.

MESSAGE FROM THE MAYOR ON COVID-19 VIRUS

To the residents of the Village of South Lebanon:

On Tuesday, March 10, 2020, Governor Mike DeWine declared a State of Emergency in response to worldwide outbreak of the corona virus known as COVID-19 for the State of Ohio. The Governor has and is continuing to take actions to reduce the spread of this disease.

On Friday, March 13, 2020, I, as Mayor, declared a State of Emergency for the Village of South Lebanon in an effort to address the COVID-19 public health emergency.

To address this emergency, effective  immediately, the following measures will be taken by the Village:

  1. The South Lebanon Municipal Building, 10 N. High Street, will not be open to the public. Village staff can be reached by calling (513) 494-2296 or by email. The list of Village staff email can be found by following this link: http://southlebanonohio.org/contact-information/
  2. Utility payments can be made by paying over the phone, mailing in your payment or by using the drop box on the south side of the Municipal Building along Broadway Street. No late fees will be assessed for the March utility bill. If you are having difficulty paying the utility bill as a result of the COVID-19 outbreak, please contact the Village Utility Department.
  3. The Village Tax office will be available by phone or email only. The Village Tax Department information may also be submitted via the Village drop box on Broadway St.
  4. The Village Mayor’s Court and the regularly scheduled Village Council meeting will be canceled for the remainder of March.

In addition, these measures are necessary to protect not only the general public, but the health of the Village staff who will need to continue to provide public services during these difficult times.

As your Mayor, I urge all residents to follow the directions of our Federal, State, and local health officials in procedures to reduce the spread of this dangerous virus. As warranted, additional measures may be taken until the threat from this virus has subsided. Please continue to visit our website at www.southlebanonohio.org for updates.
